Overview: Cyber Defense Technologies (CDT) is seeking a Contract Manager to manage the full lifecycle of government and commercial contracts from pre-award through closeout, ensuring contractual compliance, risk mitigation, operational alignment, and accurate performance documentation. This role serves as a strategic partner to Program/Project Managers, Finance, HR, Business Development, Capture, and Executive Leadership. The position ensures contracts are executable, compliant with regulatory requirements, aligned with pricing and staffing strategies, and properly documented for audit readiness and future growth opportunities. The Contracts Manager plays an integral role in proposal support, subcontract lifecycle management, change control, and customer relationship documentation, while maintaining strict adherence to FAR, DFARS, and internal governance standards. This will be a hybrid position in Dulles, VA as needed for occasional secure proposal support).
Clearance Requirements: An active Secret clearance is required. TS/SCI preferred. Applicants who do not meet these requirements will not be considered.
Responsibilities:
Manage contracts from pre-award through closeout, including prime contracts, task orders, subcontracts, and modifications
Draft, review, negotiate, and administer subcontracts, teaming agreements, NDAs, POs, and related agreements
Review prime contracts and task orders to identify obligations, risks, compliance requirements, and execution impacts
Support contract modifications, change control actions, option exercises, funding realignments, and extensions
Ensure proper flow-down clauses, data rights, confidentiality provisions, cybersecurity requirements, and insurance terms are incorporated
Review customer and vendor purchase orders (POs) and quotes for risk, compliance alignment, and contractual consistency
Apply working knowledge of FAR, DFARS, and applicable agency supplements
Monitor compliance with labor requirements, funding limitations, security clauses, reporting obligations, and data protection requirements
Identify contractual, pricing, scope, and performance risks and escalate appropriately
Support internal audits, DCAA inquiries, customer audits, and compliance reviews
Document contractual risks, assumptions, deviations, and approvals for leadership decision-making
Serve as a trusted advisor to Program and Project Managers on contract interpretation and allowable actions
Provide guidance on CLIN structures, funding limitations, labor categories, and scope boundaries
Support “transition of the win” activities, including post-award reviews and operational handoffs
Coordinate closely with Finance, HR, and Operations to ensure alignment between contractual obligations and execution plans
Review of RFPs and solicitation documents for contractual and compliance requirements
Support proposal compliance matrices and contract volume development
Draft and review assumptions, exceptions, representations, and certifications
Coordinate with pricing and technical teams to ensure proposed approaches align with contract terms
Participate in color team reviews as a contracts/compliance reviewer
Occasionally support proposal activities in secure or classified environments, as required
Maintain and manage company profiles and contractual records within prime contractor supplier portals where the company performs as a subcontractor
Coordinate timely responses to prime-issued requests, contractual updates, and documentation requirements
Upload required contractual documents, representations, certifications, insurance documentation, and performance information as required by prime portals
Ensure portal records remain current, including points of contact, banking information (as applicable), and required compliance representations
Coordinate with Finance, Program Managers, and Business Development to ensure portal-submitted information aligns with contractual obligations and internal records
Track portal-based modifications and updates to ensure consistency with executed subcontract documentation
Manage subcontracting activities from pre-award through closeout
Ensure proper documentation, funding alignment, compliance tracking, and performance monitoring
Support subcontract modifications and closeout documentation
Experience supporting DoW or Intelligence Community contracts
Experience coordinating CPARS inputs and past performance documentation
Familiarity with supplier portal management (prime contractor and state/local gov portals)
Familiarity with CRM systems used for opportunity and performance tracking
Experience supporting DCAA audits and GovCon accounting environments
NCMA certification (CPCM, CFCM, or CCCM)
